people to remain vigilant and say on -- stay on high alert and we will continue to cover this and do dogs will have the details as we continue to cover this story out of boston. stay with us. >> good evening. law-enforcement going house-to-house in the greater boston area searching for the terror suspect that is armed and possibly wired with explosives. the fbi and law enforcement searching with the 19 year-old who has managed to elude capture since this fire fight late last night. the second suspect in the monday boston marathon bombing. his brother tamerlan
7:01 pm
tsarnaev is dead and the boston area was under a lockdown and tell one hour ago urged jews stayed behind locked doors and told they were given the all clear to leave their homes. the largest shutdown in the history of any metropolitan area. here is the timeline. 10:20 p.m. last night and armed robbery reeorted at a 711 near the m.i.t. campus shortly after police received reports of shots fired on the campus. police responded to the scene and discovered in may t. campus police officer john collier shot in his car and was transported where he was pronounced dead. then the brothers hijacked a car then released him
7:02 pm
unharmed and a gas station but then less than one hour later it after it adjacent to the boston suburb during that chase a suspected terrorist reportedly threw explosives from a car at 1251 dozens of gunshots was reported by a bystanders as the s.w.a.t. team moved and. [gun shots] tamerlan tsarnaev was hit and again trigger was found on his body as he went into custody and was pronounced dead a short time later. his younger brother dzhokar tsarnaev is due on foot and
7:03 pm
a manhunt has been intense throughout the day and to this very hour and door-to-door searches taking place across the region as they have all day long. blackhawk helicopters descending upon the region along with the national guard aiding in the search that is so far not yielding any results. train service in boston is suspended and businesses are told to remain closed the boston bruins and red sox canceled their games for tonight and the search goes on for one of the terrorist who is armed and dangerous looking to kill even more americans. we begin in watertown massachusetts where moments ago shots were fired we are of life from the scene with the very latest. >> in the last five or six minutes shots were heard with the massive police response and armored personnel carriers, a
7:04 pm
s.w.a.t. teams and ambulance as well as dozens of police cars screaming down the street police helicopter up in the air this occurred half an hour after the police and governor patrick ended a police conference admitting it seems that dzhokar tsarnaev got a way they could not establish a perimeter during the firefight which he and his brother had carjacked the car firing at police at the same time while throwing out the pressure cooker bomb last night and he fled on foot the captain said he believes the suspect is still in massachusetts and called on him to give himself up. shortly after that ended
7:05 pm
shots were heard and we have no specific details but the response was immediate this comes as authorities have lifted the shelter in order affecting 1 million people. imagine that americans sitting in lockdown sitting in their homes not to come out the mass transit system was shut down but tonight that is lifted. exactly'' why authorities would do that when the radically they have and dangerous tear suspect on the loose but they ask for people to be vigilant that they should call the fbi to blind apparently something dramatic happened after that with the reports of shots fired with the overwhelming police response several blocks from where i am right now and of course if we get details if the suspect is
7:06 pm
there if he was involved with any fire with the police will bring you the details this is an extremely fluid and ongoing situation as we await to determine what will happen with the s.w.a.t. team if they have cornered or potentially captured 40 even killed dzhokar tsarnaev or if they were innocent lives were lost after this marathon bombing and chase. lou: has there been more gunfire since the initial burst? >> no. not in the last six minutes. only from what we heard earlier so that may not be the ongoing firefight but it is so hard to tell if he is pinned down or not or something else.
7:07 pm
lou: for a couple of law enforcement cars going bayou with their lights on and we welcome back to you as you learn more as developments warrant. negative help us understand the purpose of the plans of the terrorist and the forces at work in this tragedy. we're joined by steven emerson and the red producer of the film she hide in america. and charlie pain for bombing prevention. good to have you with us. this takes all sorts of
7:08 pm
turns for law enforcement apparently dzhokar tsarnaev as got under way on foot and escaped law-enforcement you said they would never break through and identify the suspects within 36 hours as you said to make and kelly. what is the outlook tonight? >> misses a complex law enforcement operation that has what operations going house to house and the folks in the boston area it is a multi a jurisdiction responsive they're doing a great job. and the threat is always there with the improvised explosive devices. lou: steve you predicted accurately also talking with
7:09 pm
megan kelly this week that authorities would have the terrorists identified within 36 hours. what you expect to occur next? >> first of all, the lone gunman survived was wounded last night and there was a trail of blood the police followed. how he stopped the blood flow is interesting i cannot imagine he would escape the area he is in right now he is a long gone and they were forced to hijack a car and robs the 7-11 for many that means they don't have the external support network. they're on their own his brother is dead he is 19 years old and wounded he may have the suicide last which is why they shutdown the stadiums and sports arenas but my prediction is by tomorrow morning or tomorrow night the police will have
7:10 pm
their man. lou: the explosives that did have in their possession as recently as today, do you have a clear idea as to what they were? see for or black powder and where we stand right now? >> i could not hazard a guess that the explosives that were ongoing there may be some that were whole made over improvised or some other types that are available off the shelves but it is tough to say but the thing to remember is the hazard is there. there are any number of devices. it is complicated for law enforcement to guess what is
7:11 pm
coming next. lou: to remind the audience our correspondent is on the scene. you're looking at live pictures of watertown where the shots were fired 12 minutes ago and now more police vehicles are moving into the area with intense police activity following the shots but there have been no shots fired since the initial burst and we will bring new the latest on whatever is occurring in watertown which is the focal point* of law enforcement activity to apprehend this lone remaining terrorist. lot of discussion today and concern about whether are not there is a broader network available to the
7:12 pm
terrorist and if there is a role or a broader support group for other tactical or otherwise but you seem to think there is no such group? >> my belief is i call them a pack of long wolves if there was a commander or instructor it is inconceivable they just would not be provided with a getaway car immediately pork have extra cash or been provided with a way out. here they didn't. they stayed in the area, they didn't have money they did not even have a car. they didn't have a safe house. altogether it means to me that they were acting alone. maybe two or three others involved generally viewed as someone who builds the bombs of the transports then a spotter who make sure the police are not there so
7:13 pm
there may be others involved i don't think it is part of a larger complex international terrorist cell i think there radicalized in the last three years you can see in the videos post on the to channel that the statements they made on facebook and attended a radical moscow and boston >> can you see here that these two brothers radicalized at the same time not exactly well-trained e.g. hottest? >> it is just that. not having the cash and other things absolutely it does not seem to be highly organized operation with highly trained operatives. >> you can see in ambulances just pulled up to this part
7:14 pm
of watertown. shots fired about 40 minutes ago. those have not been followed by subsequent fire there is also its of speculation right now involving the suspect we have no confirmation to what has happened rather than speculate we will wait until we get a clear understanding of exactly what had ashab -- has transpired but there is nothing imminent or in close proximity to them and hurt and we are behind there backs. so we will have to wait and see what is going on. steve, as turn to the issue
7:15 pm
of the radical mosque there were reports he was hiding in a mosque but he was given support how significant is the radical mosque you are referring to? house and defend are the forces of jihad in the form of imam the e said represented his world view. we don't know the role of the mosque played in his radicalization our just speaking to a person who grew up with the family and told me that increasingly over the last three years both brothers who went to the mosque on a much more frequent basis. called the islamic society of boston is very radical founded by people connected to al qaeda at the department of justice started to investigate in the late 1990's and the
7:16 pm
spiritual leader of the board is a the muslim brotherhood wear worldwide. literature was found and they actually we're sued it is the most brutal attacks.
7:17 pm
lou: the idea of the older brother tamerlan tsarnaev went to russia last year and was there six months. nobody knows what he did while there, but give us a sense of what you believe with sophistication and understanding of explosive devices to have created the first pressure cooker bombs they set off as well as other devices apparently they were throwing from the car early this morning. >> when i hear they through devices out of the car that seems to contradict with a high level of sophistication but unfortunately sadly at the marathon functioned someone as designed. the pressure cooker devices have been found in several incidents like moabite and
7:18 pm
others. these are available on the internet and they could have been added quite a while so i don't see a lot of sophistication. lou: i want to remind our viewers we're looking at live pictures of watertown watertown, massachusetts in the search for the 19 year-old terrorist and what we do understand is there were shots fired about 30 rounds estimated, a 15 minutes ago fired, and none since then. and at this juncture we have no clear statement from authorities who fired those shots or what the results was.
7:19 pm
so we are sitting here on these shots and will do so until we understand precisely what is going on. it is clearly significant and a terribly difficult saturation to sit here and wait for offical word back we will not go beyond, if you will, our purview but stay and wait for official word to what has transpired. this is franklin street in watertown massachusetts. >> if i can add something, even though it is a little bit of speculation they believed he was still in watertown all day today. number two, if you had a shot fired out of the home serendipitously would not have had the massive response unless they did believe he was there. it is clear from my perspective having been involved with these innidents before the massive
7:20 pm
response in watertown right now in response to the shots fired to the house we do know if it was fired from the house or inside the house but the massive response shows they believe he is there. lou: to add some levity with and on speculation if you stay within your marked by it there has been such a massive police presence block after block all day and watertown. i take little from that and south. -- itself. i am taking some comfort that we have not heard an explosion because there has been incredible speculation today that he was wearing a
7:21 pm
suicide fast. m i wrong to take solace in that? >> there has not been any detonations and horror operators or police officers but you have to take the precaution that he may have of teston is possible or a planning factor. lou: is there anything you have gone through on the u-2 and videos -- youtube videos , is there anything that this is driven by chechen relationship because of the original outlook said they were chechen, russian also speculation this had to do with the breakaway
7:22 pm
republic and the separatist movement. your thoughts? >> they were actually born elsewhere but the separatist movement is part of a larger g. todd movement you will see jihadist fight in syria or afghanistan or iraq and also non chechen jihadist to gain battleground experience i don't think they were chechen the videos did not focus on chechnya but the hot around the world with the middle east and asia and they need to displace the infidel to create hegemony by putting that with its clear agenda of the radical islamist. no doubt about it that is the agenda of the al qaeda and the muslim brotherhood except they don't use violence overtly to oppose their agenda.
7:23 pm
lou: their presence year we would see a very similar police presence. half this seems to be utterly credible police presence talking about one terrorist 19 years old who has carried out a terrible terrible crime against the american people. but is this response typical if these occur because it is massive and today we learned it is unsustainable to break away from this and change direction. >> is a lesson learnt. -- it is a lesson learned. they have capability for this.
7:24 pm
there needs to be a focus on these explosives like the bomb saw what -- bomb squads and they need to be able to work together to be sustained by training and lots of technology to take a device in understand explosive and have works and immediately bush said the affirmation out to change the procedures and the objectives at the time. >> made mission is to quarantine the guy and get an. and to stop any potential harm. that is the on the mission they have so with hostage takers in oregon are other parts there is a lock down but not in urban areas you only have a dozen homes this is the first and i can remember it is in the urban
7:25 pm
environment where a terrorist is loose with the potential device that is a suicide best if got into a large area he could kill a lot of people so they went to quarantine block by block why there's so many people present there is a blood flow he is lending and people would realize who he was a piece surfaced on the streets so they know that is why it is quarantined. >> these do terrorist remained in close proximity year this scene of their crime,,the scene of the bombings and i think authorities made some pretty good judgments as to whether or not he was much beyond that and a recent
7:26 pm
successfully he did not it is an impressive display to this point* to managed to contain these to a terrorist as we talk about their lack of training and resources creating a calamitous results. we are getting word now from local media that a neighbor on franklin street has seen police check about that was in her yard -- a boat and we're getting this from local media channels since there was something different about the vote or whatever cover was on its a and called police. they have been responding when the shots broke out and that is where we have to
7:27 pm
leave detail because we do not know where then that other than shots were fired. this woman concerned about her boat has transpired after police responded to her call to alerting them to whatever differences she had seen of the cover and how would appeared. we will stay with this. talking about bomb prevention and doing that the department of paul man security that would mean stopping somebody with pressure cookers the everyday devices available to the would-be terrorists and is that not sign an impossible mission? >> it is. it shows the awareness
7:28 pm
relationship between point-of-sale employees and the private sector and the patrol officers understand the material that might be used to manufacture devices. it is the awareness lovell of training and the more technical the profession the more requirements for knowledge increase. it is not impossible but just ask to be objective. >> if i can make a comment, i respect his experience and what he did for homeland's security but i don't think you could hermetically seal off any part of the country unless it is a very remote environment. these types of bonds easily made. the technology, you can see them because inspire magazine put out by the al qaeda leader put together a magazine he had a whole issue dedicated how to
7:29 pm
construct a bomb in your sink. lou: to interrupt you we have received word from our affiliate in watertown that the suspect, dzhokar tsarnaev is down. i repeat the suspect is down and at this point* he is also lives. and that is the word coming to us from the watertown fox affiliate. we cannot go beyond that the present condition and is alive and he is down. they're still waiting to confirm that through the fox business networks being handed the latest right now this is coming to us from our producers the fbi
7:30 pm
official telling us an unnamed foreign government to check on the older brother because the foreign government had concerns about possible extremist ties. the fbi fully scrubbed him and talked with him and they said they did not find anything according to the fbi officials and they reported back to the foreign government they found nothing but told the government to follow up if they had any more information and/or concerns the foreign government never followed up and that is why it was left. the older brother there was a passing interest in him but the word here is with channel 25 in massachusetts
7:31 pm
the younger brother, of the 19 year-old, dzhokar tsarnaev is down. as they put it and it sells like that is coming from chatter over the scanners he is down and as far as they know dzhokar tsarnaev is still alive. apparely that boat was a part of it in franklin street that call leading to further investigation by law enforcement and that is where shots were fired. we do not have official statements as to what has transpired or as to the condition of terrorist
7:32 pm
number two. in fact, although he is down we do not know if he is in custody. so we will wait here with you it seems that they have a great if vantage he does not have that option. your thoughts? >> given the massive nature i am assuming he is greatly wounded of some sort if he is down. they obviously inspected am. lou: if i may, we cannot infer that because we do not know he is in custody or the proximity but we do know
7:33 pm
according to our affiliate that he is down we have no indication of his condition for the proximity of law enforcement and no word at all and no word he is in custody. >> i did not mean to suggest that but the fact he is down means there was some physical observation made by some officer that he was down. but the first party will be to keep him alive because alive terrace at this point* is better than a dead terrorist even though normally want them all said he has the key to a lot of questions nobody has answers to so at this point* i would assume the extent they get close to do here and they apply medical relief
7:34 pm
immediately to get answers. when see is able to answer questions and probably the 90 year-old in this situation with his 26 year-old brother killed and his family is split if he is good or evil may decide to open the talk. lou:. gerri: to step in and that the fact the terrace is down? and assess what you thhnk is going on? >> it is tough to say i agree we're at the wait and see point* he might have gotten shot again they'll try to get and medical attention and keep in stable so they can find out what happened.
7:35 pm
there is a lot of information with that will be exchanged over the next few days to understand how we can get better at responding. lou: i cannot imagine their innate -- any jurisdiction bringing more resources and with this effort a and is interesting to see i am not sure tuesday i would have been as helpful to be resolved by friday evening at all. because it is very unclear where they were headed but steve emerssn was very clear and thought he would be and he turned out to be correct
7:36 pm
and the two terrorist would be identified within 36 hours. steve, what made you so sure ? >> first of all, when i looked at those pictures displayed at the press conference it was explained at that point* they were displayed on the internet and television it to show everybody in the world that these two kids or terrorist could not escape anymore wherever they were. maybe to canada but they would be identified. the pitchers clearly identified so they would realize they were missing from work, a student body, home, it was clear they would be identified within 24 hours. the only question is if they had escaped from the massachusetts area and it is clear they did not even have a getaway car and it did not even have cash.
7:37 pm
so they ended up killing three people and could have killed more the the real issue is the are radicalization that to people from the united states came here under asylum and then became radicalized that is an increasing problem we're facing. lou: i am pleased to say we have enjoyed by the four-star general good to have you with us. it appears we are looking at the resolution of this event with dzhokar tsarnaev apparently on the ground this is the reporting of power of the viet from watertown massachusetts we do not know his condition in other than he is alive.
7:38 pm
all of the discussion being from a the russian region near chechnya from asia comment day -- we have criticized the russians now we have some of their cultural conflict on our shores. yourrthoughts? >> first of all, this is the first attack of its kind since 9/11 and we have to give credit to the policies the intelligence and great police work and a new way our organizations work together over the last 12 years has not been short of remarkable. lou: i agree 100 percent. >> we're the most open in and the most vulnerable society on the planet and we cannot defend every sporting
7:39 pm
event or activity or train or bus that someone can take a vantage of us and that is the reality so that perfection is somewhat unrealistic but i am convinced we will get to the bottom of this and find out if they are inspired by a teapot is some -- jihad are they part of the network? we don't know are there other members? there may be. we have a lot to learn but i am convinced we will find out and get to the bottom and learn from it. lou: steven emerson has weighed in with the separatist it is not a motivation but we're also told by wally fair is that that network is quite extensive ban represents the
7:40 pm
views on the country. >> if she hides coming fatah of chechnya is serious with the exchanges between them and al qaeda when we first went into afghanistan helping the number alliance take down the taliban river also fighting chechen on the ground so we have had direct association with them ourselves they are serious organization to be sure their brutality what they have done in their movements is extraordinary most notable the school attack a number of years ago was unbelievable. in terms of the atrocity. lou: again, we have just received word that the terrorist, a dzhokar
7:41 pm
tsarnaev, is refusing to leave the boat at this point* as the description was down and we do not know he was shot in estimated 30 rounds fired so he is refusing to come out of the vote it makes this a perilous moment for everyone who has surrounded him. all law enforcement folks were there so it is a standoff. to those law enforcement
7:42 pm
officers how worried should they be and what are your concerns? >> you have the possibility that the explosive device he talk about the possibility of him wearing a vest. they have been considering that all day going door-to-door. no telling the injuries what they would have done. they have been very safe up until now so they will have to wait it out and maintain a distance with the way to observe what he has and then eliminate those hazards as they can't. i'm sure the objective is to capture him as quickly as they can but do so while keeping him safe and the
7:43 pm
operation safe. >> they need to maintain a safe distance of the has the explosive device has another bomb they will maintain a distance that will keep them safe if the detonates. it is a waiting game but it is not on his side. he doesn't have many options there is a limit so he can kill himself or the police could use a sharpshooter to basically immobilize him but they will wait it out. he doesn't have much time he cannot sustain himself. i am presuming he doesn't have a large supply of food and water to keep them alive over the next week and i assume he is down to minimal consumption of anything.
7:44 pm
the police will wait it out and keep a safe distance if there was an explosion if they take camel live. >> and there is the perverse balance that they must maintain. fed is in within the greatest interest to keep them alive if he is wounded significantly and there has been reports previously that becomes more precarious to maintain. as we wait to as vague discussed this critically
7:45 pm
important and your perspective on tear at home and its origins were never brought it to fruition and the war in afghanistan or to the back of a newspaper with the conflict that appears right now to be avoided with north korea but their role of international terrorism makes it all the more important we come tt resolution there. so to account for the jihadist radical islamists etiology including iran and north korea. >> we're in a dangerous phase for our country with
7:46 pm
national interests around the world. and certainly with pakistan and we took away the global reach but the fact is they have grown regionally and have affiliate's in iraq, syria, libya, and the solid there were able to achieve in been gauzy. they are on the rise and the nation's state in every and can acquire a nuclear weapon brings the degree of danger to the united states is very real and we have to have a strategy to deal with this. i am not convinced we have a strategy that goes beyond pakistan against the seizure -- see new leadership core
7:47 pm
at yemen and it is not evident we're doing anything and are not articulating anything we have to come to grips with that. it is a major issue in front of us and not going away. they will continue to be an advocate. they are not a catalyst for the arab spring. it will take a generation to reach culmination but they certainly have seized the opportunity. and we have done the opposite, we have told the way and considerably more passive then take advantage of it. >> but to comment on this making the point* of the conflict between the narrative that is the essence of that obama foreign policy sir al qaeda or the middle east and a
7:48 pm
reality on the ground that shows what the general is saying very clearly with the al qaeda of presents whether syria, yemen, north africa, it is growing and strengthening. how do we resolve policy and reality? >> first of all, the first lessons of solving the problem is recognized the we refuse to use the term radical islam they use violent extremist. but added the congressional hearing or any report issued this during government. lou: i have to interrupt we have just learned watertown police law enforcement are now sending of bomb disposal robot into the location of
7:49 pm
dzhokar tsarnaev who remains immobilized in the boat of the backyard and franklin street. they're sending in the bomb disposal robot and we will keep you apprised but that is the situation. >> and with the remote to robot it would seem they don't fear his condition is in such good condition to interfere with the robot? it seems to me that they think he may be really down but going back to the other issue they said there is no policy we don't even recognize the policy not even to fight al qaeda that is the only policy they have
7:50 pm
but al qaeda is only a part of the problem the larger problem is the muslim brotherhood and macau we have empowered the regime which is the parent of al qaeda and tomas and every terrorist group and we have the power than the give and then money into the manpower we will look back at this period in the same way when we kicked the shot out of irene and and he has been one of the worst in vicious dictators in the world over the last century. a half to recognize radical islam is a problem and stop coddling islamic groups in this country that around the world we have to believe that democratic society it is not. they deny it as a dictatorship and muslim brotherhood believes in dictatorship of islam to take over the world. they may not take over that is what they believe in we should not be a party to it
7:51 pm
to espouse the of policies with the department of, and security we don't get it. >>. >> kinder score what they said that would be great but not to do with policy execution. fed is not a strategy we have to help train the military to help them with their spying to stand up with the movements and clearly there is long-term conditions in the region
7:52 pm
that the radical islamist with the social and political injustice with opportunity necessary for political reform. lou: forgive me we have just received word what is interpreted as a series of brief explosions at the site of the home and in the boat in the backyard on franklin street we don't have any more words than that. now back tear point*. >> i was at the end of it if we have to fashion a military strategy with the growing reality not these growing strategy but i do
7:53 pm
know that we will be there as opposed to standing on the sidelines. lou: coming to appoint a and history the wealth of this country is unimaginable lee in large so significantly we'll change the balance of economic power in the reserves we discovered gas, oil shale, a remarkable period there at the onset of that period. militarily we have a number who want to strangle the
7:54 pm
military at a time with a period of such onerous burdens so much of the men and women in uniform it is a time to invest that civilian political leaders to say let's invest. but investing in the military and men and women in uniform is what we need to do and that battle will be fought over a sequester and over the budget over 2014. i had to get my $0.2 and on that issue but as we wait to find out about the explosions, said charlie, i give us your best reid we're giving you so little empirical evidence of which to match your reason and deductive powers but what your thoughts as to hear briefs explosions, a robot to in proximity to the
7:55 pm
downed terrorist? >> the robot brings a lot of capabilities to be configured any number of ways. it obviously has a camera to see downrange they may have a shot gun mounted a other tools. it is law enforcement the ability to observe or take offensive action. that maybe some of the things that you have heard the tools mounted or the shotgun. lou: the fact that the robot carries a shotgun and can fire that is new to me. has a now watch another ambulance moving into position on franklin street street, it is now 7:55 p.m.. it has then right at 45 minutes since the first
7:56 pm
series of shots were fired about 10 minutes after the ever and double check me on that but that is about right now with three brief explosions or gunshots. we're told between eight and 10 hold -- on and franklin street we will sit here and wait to figaro what is going on but -- just a second. our producer is speaking to me. go-ahead. we are receiving from federal law enforcement sources that they believe the person they have surrounded at that boat in the back again, of, of the
7:57 pm
house on franklin street is suspect, number two. and that of course, dzhokhar tsarnaev, who is believed to be significantly wounded but again we have no further word on that. as you can see a number of people are now starting to crowd around that area, trying to i'm sure both follow order and to see what is going on. as we try to zoom in on the location to what is happening. again, federal law enforcement officials saying they are, they, now believe that they have the terrorists
7:58 pm
dzhokhar tsarnaev they have been seeking for and searching for through the the day. it has been a extraordinary period and effort, and the largest lock down, the largest lockdown of any american city in history, over the course of the past just about, 16 hours. truly, truly remarkable effort, that appears at least, at this hour, to have paid off. again, however, through the hour we have been able to improve on what we can say about his condition other than to say he is down. that is clear, down in, to what degree, we have, you foe, we are unable to say. but at this hour, the robot is in. we have heard a a series of explosions. initially described as three, now as 8 to 10 explosions. whether those were brief
7:59 pm
explosions as first described or whether they were shots we still do not know, but we do know this. that, the, 19-year-old, dzhokhar tsarnaev, and this appears to be where, where we are and there seems to be no sign of movement, either by authorities to taking him into custody, perhaps, they're awaiting the results from whatever they can learn from the bomb disposal robot it has been a tragic journey that began with the murders of three people in copley square on boston marathon day this monday and almost 200 people wounded and the loss of officers, two police officers, overnight, in boston. i want to thank general jack keane for being withs.
